The rural environment in Romania

The agricultural and rural development politics

By means of specific public politics, The Government of Romania pursues the following objectives:

I. Finalizing the landed property reform
II. Stimulating the transformation of peasant households in familial agricultural farms with commercial character, forming the middle class in the rural environment
III. The efficient allocation of budgetary resources for the agricultural producers support
IV. Supporting the agricultural production’s exploitation by means of the market
V. The development and modernization of villages
VI. Fish growth development
VII. The lasting administration of forests
VIII. The institutional reform

I. Finalizing the landed property reform
- closing up the retrocession process of landed properties arrogated to the territories of The State’s Domains Agency, privatization of the territories remained after this action and the correct compensation for the objective cases when the retrocession can not be made in kind;
-  finalizing the legal conditions and starting the compensation process for the houses and agricultural and forest territories which could not be retrocessed in kind;
- supervising the landed property retrocession;
- tabulating all the outer-village agricultural and forest surfaces, including those resulted from the indivision, by introducing a unitary land register, on the state’s expenses;
- transferring in the property of the forest owners associations of forest roads and other actives (silvan homes, nurseries) on the retrocessed forester territories;
- clarifying the field succession procedures, as well as supporting efficient parceling.

II. Stimulating the transformation of peasant households in familial agricultural farms with commercial character, forming the middle class in the rural environment
Forming and extending familial agricultural farms is the main preoccupation of the Government. In this sense, supplementary to the politics that sustain the agricultural exploitations, there will be applied the following measures:

  • covering from the state’s budget of the expenses for the agricultural territories exchange and sales tax payment, documentation elaboration;
  • promoting in the next 4 years a National investment program for new animal and vegetal farms and arrangement of the old ones, addressed mainly to young families;
  • assuring an intransmissible financial rent, equal with the equivalent of 100 Euro a year for each hectar of agricultural territory sold by an owner older than 60, as well as the equivalent of 50 Euros a year for each hectar of agricultural territory owned by someone that is at least 60 years old who gives up using the land in favor of an registered exploitation;
  •  sustaining familial farms that have at least three cows, regarding their endowment with milkers, cooling and hoarding milk.

III. The efficient allocation of budgetary resources for the agricultural producers support, by means of:

  • the allocation of selected seeds, planting material and genetically improved seminal material;
  • allocation of subventions for quality improvement of the genetic material used for heifers at their first get, sows, calves, sheep – ewes and rams;
  • maintaining continuously a direct support and primes and subventions for the main agricultural products introduced in the commercial circuit;
  • encouraging the production of adverse cultures: technical plants, sugar beetroot, biological cultures and the rotation of cultures for the reconstruction of the field’s agricultural potential, as well as realizing those products that Romania is competitive at;
  • subvention of the insurance bonuses and the payment of damages for the natural calamities and those caused by wild animals;
  •  the bill footing by the state for the animal’s marking and identification costs, as well as bearing the costs for the antiepizootic surveillance treatments, prophylaxis and fighting animal diseases, preventing diseases remittance from animals to humans;
  •  sustaining a national program, divided on local communities for the prophylaxis and diminish of erosion effects on the soils surface;
  • sustaining the private forest arrangement works from the state’s budget;
  • the amendment of the Law regarding the agricultural credit by creating a unitary access system for the production as well as for the credits for investments;
  • establishing the accize level from the diesel oil price for the agricultural works at a legislated level  in The European Union;

IV. Supporting the agricultural production’s exploitation by means of the market takes into consideration the following:

  • modifying the market law, that should include in a unitary frame all the settlements of the state’s intervention devices and the insurance sources of the financing limits;  the bonuses and subventions, the products and the quantities that these measures will be applied on, as well as their distribution, will be announced to the producers before the start of the agricultural year;
  • the use of the minimum price guaranteed for the basic agricultural products (wheat, milk, meat);
  • the committal of the development agricultural and wood products exchange;
  • extending the network of bulk markets;
  • extending the offer of services and forest products, others than the wood;
  • encouraging the public-private partnerships regarding the purchase deed of the basic agricultural products.

V. The development and modernization of villages
The Government will apply the rural development politics by means of:

  • promoting a financial politic that should allow familial agricultural exploitations and rural communities the access to internationally financed programs, regarding the complete absorption of structural funds intended for the rural development;
  •  the processing and market improvement of agricultural and fishy products;
  • developing and diversifying the economical activities that should generate multiple activities and alternate incomes;
  •  allocating funds to the rural communities in order to create conditions for the assessment of academics, health, agricultural and veterinary personnel in the rural environment;
  • introducing notarial offices in the town halls from the rural environment to facilitate the free circulation of territories;
  • continuing the works regarding the water supply of the villages and launching the national construction program of the sewerage network and cleaning stations in the rural localities and the localities that have been declared towns recently by the law and that don’t have an urban infrastructure;
  • applying the national program for the communal roads’ pitch, by developing the national program regarding the pavement of communal roads;
  • elaboration of local development plants on localities in a 4 years term and their integration in the development plants realized at county level and then regionally, to facilitate the investments in rural physical infrastructure;
  • correlating the territory’s arrangement plans in rural profile with the development projects of the services related to agriculture (phitosanitary, veterinary, quality labs, consulting services), public services (education, health, social assistance, culture and cults), as well as public utilities: water distribution, gas, canal, waste products deposits;
  • the inducement of the development of alternative economical activities: traditional professions, non-agricultural activities and services;
  • encouraging the agro-tourism and the ecological production;
  • economical evaluation of the peripheral rural areas and of the naturally unprivileged areas, aiming the elaboration of local development plans.
